Answer: When HP Spectre won't turn on press the power button for 20 seconds and let it go. This will hard reboot the system. This is caused by plugging peripherial while trying to turn on the laptop, some external components such as usb drives or Docking Station devices could interfare with the computer turning on.

- Also this happens when the laptop goes to sleep for a long time, it get stuck on sleep mode resulting in problems when restarting the System.
