Answer: There is a chance that this error happened after you had updated your Windows 10 Machine. If so, to resolve this error:

1. Restart your computer

2. Give your computer some time to finish its background task.

3. Then open up Visual Studio and continue with an attempt to load or build your application.

If the issue persists, make sure there are no other memory heavy applications running in the background, to do this, right-click on the Task Bar and open up Task Manager, observe for any Visual Studio or .Net Application currently updating. If you see any, just leave them to finish updating, on the other side, if you don't see any .Net or Visual Studio related processes and you see other application consuming memory then go ahead and End-Process (terminate process) by right-clicking on the Process and clicking on "End-Process".
