Answer: Make sure that the other #Computer is visible on the network, if the owner of that computer selected "Public" as the network type and then selected "hide Computer on the Network" then you are out of lurk.
Another way to make sure a #Firewall on the #Network is not block #ICMP Protocal between peers on the same Network. The best way to resolve this issue is by making sure the Computer you can't ping is on a Private Network and that it is visible to other Computers on the same Network.
To change the Network Settings from Public to Private (this comes with secure default settings) go to "Settings" on Windows 10 or 11 then click on a Radio Button that says "Private". Restart your computer and all should be fine.
